Energy Incentives After OBBBA: What Municipalities and School Districts Need to Know

Federal incentives that once fueled municipal energy projects have been disrupted by the new One Big Beautiful Bill Act (OBBBA). With many tax credits terminated or phasing out, and new supply chain restrictions taking effect, towns and school districts face fresh challenges in financing and executing projects.

The path forward lies in protecting current investments through a Post-OBBBA Project Audit, while pivoting to state-level programs, doubling down on energy efficiency, and embracing resilient technologies like microgrids and solar + storage.

New NYS Classroom Temperature Law Takes Effect September 2025

Starting this school year, all New York State public schools must comply with a new law setting strict classroom temperature thresholds. Once rooms reach 82°F, schools are required to take action to reduce heat; at 88°F, spaces can no longer be occupied by students or staff, with relocation to a cooler space on campus required where practicable. This legislation will have major implications for school facilities, operations, and student well-being.

Construction Kick-Off: Cairo-Durham CSD x Energia

We’re excited to share that construction is underway on a 696 kW ground-mounted solar photovoltaic (PV) system at Cairo-Durham Elementary School. By leveraging New York’s Value of Distributed Energy Resources (VDER) rate, we’re helping the District achieve long-term cost savings while producing clean, renewable energy.

This system will send electricity directly to the grid, maximizing financial benefits and supporting Cairo-Durham’s commitment to sustainability. Beyond the environmental and financial impact, this project is a powerful example of how strategic energy planning creates measurable value and lasting energy independence.

Eastport-South Manor Central School District Leads in Energy Efficiency

Energia partnered with Eastport-South Manor Central School District on an $18.5 million Energy Savings Project that demonstrates the impact of strategic energy solutions. Completed in October 2024, the initiative includes a 3,384 kW solar PV system, district-wide LED lighting upgrades, and comprehensive HVAC and motor replacements, all designed to reduce energy usage and operational costs.

Key project statistics:

  • Project Size: $18.5 Million
  • Projected Annual Savings: $993,000
  • Reduction in Energy Costs: 69%

Using the Energy Performance Contract (EPC) model, the district modernized its facilities without financial strain, achieving substantial long-term savings while fostering a healthier learning environment. These upgrades support renewable energy adoption, improved climate control, and overall operational efficiency.
